Bipole III Preliminary Preferred Route Released

Manitoba Hydro today released the location of its preliminary preferred route for the Bipole III transmission line, following three rounds of public consultation and public feedback on three proposed alternative routes.

“We believe that we have selected the route with the least impact on the environment and on the communities and residents along the proposed path of the transmission line,” said Manitoba Hydro President and CEO Bob Brennan. “We will again be seeking public input into this preliminary preferred route over the next several months before a final route is submitted as part of our Environmental Impact Statement for regulatory approval.”

The project involves the construction of a new 500 kV high voltage direct current (HVdc) transmission line on a right-of-way that is 66 metres wide, along with new converter stations, one in the north and another at the southern receiving end. The project is required to improve system reliability, to decrease dependency on one southern converter facility and to provide additional capacity for delivery of existing and proposed hydroelectric generation to southern markets. Under the proposed preferred route, the new line would be 1 364 kilometres in length.

The project schedule calls for the Environmental Impact Statement to be submitted for regulatory review by mid 2011, construction to get under way in 2012 with an in-service date for the project of 2017.

In September, Manitoba Hydro will begin a series of meetings with municipalities and Aboriginal groups and stakeholders, along with a number of public open houses, to present information concerning the preferred route and to obtain public feedback. In addition, a series of Landowner Information Centres is being scheduled for landowners whose property may be affected by the project. The information centres will provide an opportunity for landowners to discuss the project with Hydro staff and obtain more detailed information. Manitoba Hydro will provide a fair and equitable compensation package for landowners affected by the preferred right-of-way. Manitoba Hydro will also seek to minimize impacts on agricultural land, including avoiding diagonal cuts across properties.

The preferred route being presented has the advantage of having the least impact on agricultural land among the three alternatives presented at public meetings in 2009. In addition, the route avoids National and Provincial Parks, and First Nation reserve lands.

Manitoba Hydro has developed a Community Development Initiative (CDI), which will provide an annual benefit to communities in the vicinity of the Bipole III facilities. The CDI will provide support for development projects which will benefit broad segments of the eligible communities. The expected value of the CDI is estimated at $5M per year over 10 years. Further information about the CDI will be available during Round Four meetings.

“We encourage those with an interest in the project to continue to provide input so that the proposed route can be finalized in a way that minimizes impacts and is the best route that can be designed,” said Mr. Brennan.

Heritage Gathering at York Factory

July 28 – August 2, 2010

Fox lake Cree Nation will be hosting the 4th Heritage Gathering in York Factory on July 28 – August 2, 2010, if you are interested in visiting the historic site please leave your name and a contact number at the Gillam office at 652-5423.

As previous year Fox Lake will provide transportation to and from York Factory this includes Deer Island, a small camp will be set up in Deer for those traveling by boat, visitors have a choice if they are interested in staying on Deer Island before heading to York. Please be advised though depending on weather conditions visitors may not be able to go around to York until weather conditions improve and its safe. Accommodations are available in Deer and York along with meals. There is no cost to Fox Lake members for this event.

Mode of transportation:

Islander aircraft – open to elders and members with young children

Boats – Open to all (except children under the age of 8 years, or must have a parent/guardian present and waivers signed)

Helicopter – strictly open to elders with mobility problems only

Transportation will be available to transport members to and from Conawapa if you’re going by boat and to the airport if going by plane.

This is a drug and alcohol free event

Children/youth under the age of 18 must be accompanied by a parent/guardian

All visitors are to bring their own sleeping bags, pillows, rain gear, personal hygiene items, mat/cot, etc. You may bring your own tent.

Members residing outside the communities of Gillam and Bird interested in participating in this years gathering, are responsible for their own transportation to Gillam. Fox Lake cannot reimburse or cover any personal costs for those traveling in to Gillam/Bird from outside the community such as Winnipeg, Thompson, Churchill, etc.

Please be advised that waiver will need to be signed prior to being transported to Deer Island or York Factory by Boat or Plane.

Parks Canada and Fox Lake are looking for volunteers or family members who have family resting in York Factory to help restore the cemetery. They are looking at repainting and fixing of fences and also some minor landscaping.

Position Summary:

Aboriginal Diabetes Initiative (ADI):

  • Become familiar with Manitoba First Nations Diabetes Strategy
  • Become familiar with the Manitoba Diabetes Care Recommendations
  • Facilitate educational sessions for community member on basic diabetes prevention and treatment topics including healthy eating, physical activity, prevention of complications secondary to diabetes, self blood glucose monitoring and self care
  • Provide ‘hands on’ healthy cooking sessions for people with/or at risk of diabetes
  • Work in partnership with the community store to promote and ensure ongoing availability of a ‘core selection’ of healthy foods
  • Facilitate a partnership with the school to look at healthy foods and physical activity policies and healthy life style education
  • Provide feedback and communication to the Manitoba First Nations Diabetes Committee on the implementation of the Manitoba First Nations Diabetes Strategy in the community
  • Implement the prevention and promotion, care and treatment and life style support activities as indicated in the yearly ADI work plan
  • Develop yearly work plan for diabetes in partnership with the leadership and community
  • Partner with other health programs and external resources as required

Canadian Prenatal Nutrition Program (CPNP)

  • Become familiar with the CPNP community work plan national guidelines for the CPNP program
  • Become familiar with ‘Nutrition for a Healthy Pregnancy,’ ‘Guidelines for the Child Bearing Years’ ‘Guidelines for Healthy Term Infants’
  • Facilitate nutrition education sessions for prenatal and postnatal women on a variety of topics including healthy eating during pregnancy, breastfeeding and age appropriate introduction of solid foods
  • Provide ‘hands on’ healthy cooking sessions for prenatal and postnatal women
  • Work in partnership with the community store to develop and implement a
  • CPNP voucher program for women who are pregnant and beast feeding
  • Implement and develop the yearly work plan for the CPNP program for the community

Overall:

  • Must be willing to Participate in ongoing training opportunities
  • Willing to work with leadership to promote and support healthy community policies
  • Act as a diabetes and prenatal resource for community members
  • Fulfill reporting requirements of both the ADI and CPNP programs
  • Applicant should have a minimum of Grade 12 or equivalency
